Article 1 of of Regulation Number 41 National Education Minister year 2007 :

Standard process for basic education units and medium enterprises include :

-          planning  the learning process,

-          implementation of the learning process,

-          assesment of learning process,

-          monitoring the learning process.

Planning of the learning process consists of syllabus and lesson plan which contains the identity subjects, the standard of competence, basic competencies, an indicator of achievement competencies, learning objectives, teaching materials, time allocation, teaching methods, learning activities, assessment of results earning, and learning resources. Syllabus as a reference development the lesson plan, contains the identity of subjects or theme of the lesson, the standard of competence, basic competencies, learning materials, learning activities, indicators of achievement competency, assessment, allocation of time, and learning resources.

          In practice, the syllabus development can be done by the teachers either independently or with group in a school, or some schools Teachers Consultative Group, or Teacher Activity Center, and Departement of Education. The developing of the syllabus compiled under the supervision of agency county/city that is responsible in education for elementary and junior high, and the Province Department is responsible in education for high school and vocational school, and department which handles the affairs government in the field of religion for Islamic school.

The lesson plan explained from the syllabus to direct the teaching  vvvbblearning process to achieve the standard of competence. Every teacher in every school must arrange the lesson plan completely and systematicly, so the learning will interactive, inspiring, fun, challenging, motivating, the learners to be active participate and provide enough space for innovation, creativity, and independence in accordance with talents, interests, and physical development and psychological learners.

Lesson plan made for every standard of competence which can realized in once meeting or more. The teacher prepare the fragment of lesson plan for every meeting which adapted with the scheduling in the school. The component of lesson plan is identity subject, standard of competence, basic competence, indicators of achieving competence, learning goal, teaching materials, time allocation, learning method, learning activities (introduction, core, closing), assesment of learning outcomes, and learning resources. The principles to preparation of lesson plan are :

1.      Attention to the individual differences of the students

2.     encourage the learner to be active participate

3.     developing a culture of reading and write

4.     linkage and integration

5.         applying information technology and communications.
